NASA has a near-earth asteroid tracking program, but they aren't in charge of astronomers worldwide doing similar survey work. If something was found in a high-risk orbit, no governmet on earth could stifle the news. Probably half the active asteroid hunters in the world are advanced amateurs. It doesn't take billion dollar budgets to find these things. I have a personal friend who has discovered a few asteroids, and one was formally named for him by the IAU.
The International Astronomical Union is the body that formally names celestial objects.
 
The movie impact was just on tv again too. It really makes you think. It’s a scary scenario. I will choose to not think about it.
