I hope it’s just a fluke. The sun is have its cycle of big flares.

I'm thinking that perhaps the el Nina system that's active in the Pacific I believe is responsible for the heat wave. The 2021 Hurricane season is expected to be busier than normal because of warmer water temperatures, so it's potentially a driving force behind the heat wave in the NW. I can't remember the last time I ever remember such a thing.
