Who is doing the Animal Mutilations?

My question is, who's doing it? Us or "them"?

An alternative theory has been put out there...that governments are doing this to test for changes caused by our nuclear world. Possible?

the government always gets bad press years later when experiments are done on humans IE.. (Jacobs ladder) So it's most likely using some sort of new weapon / surgical instrument on animals.

Usually, when the government gets put on front street it's from one of their own on his / her death bed years after the fact.

But why would they do that out in the open more or less and leave the evidence behind? If it is the government, they would try to keep it all behind closed doors as long as possible.
