Is it possible the first balloon was a spy but the last three were alien? Could the sky watch for more spy balloons caused us to bring down alien craft?

I have questions here. Although I doubt these were ET, how can the government "rule out" anything when they can't figure out what it was nor can they find the debris? I mean "it wasn't that" just doesn't go with "but we don't know what that was." Question two is, why so many dang stories that are ever changing? Are balloons now going to be the new swamp gas?
