If alien technology is in a black project, they don't seem to answer to anyone including the president. If the conspiracy theories are correct these agencies are clandestine and funnel whatever money they need from the government funds. A dangerous situation if true. I honestly don't know what to believe but at this point nothing would surprise me. I have little faith in all the promises made by government proclamations.
