If that had hit my house, there is no way I'd have given it up to NASA (or anyone else) without a court order. I'd have let them take all the photos they wanted, but until the damage claim was adjudicated, I'd have kept it. If all else failed (like a legal liability urinating contest between NASA and some third party as suggested in the article), he could sell it to one of the many space program collectors around the world.

I wouldn't expect a reentry object-turned 3000-degree fireball that "Tore through the roof and went thru 2 floors." to look like a near-perfect cylinder with no signs of charring and no apparent burn damage to the house. But, NASA said it, so it must be true.
