I also was at an event that had a giant tesla coil and they would hold the connection and touch people and when the guy touched my hand he said I had a weird electric energy and that he had never felt that. I had no idea what he was talking about but I though ok cool.

Yes, it is very possible. It's a recessive genetic thing. Your parents just have to carry the gene, not actually have to be neg's themselves.
