Helium balloons yes, at least in theory. Meteorological balloons are very tough, so they won't pop as easily as toy balloons. It's a function of air pressure/density, temperature, and the design of the balloon. Here's a video of a jetliner flying past a weather balloon at 39K ft, or roughly 7.5 miles high.
