Probably lanterns. Notice you can see them coming up slowly from the ground, and they eventually extinguish/burn out. Interesting the initial shot from the video shows a large jet on approach, looking at a map it's probably going into to Toronto. Launching lanterns that close to a major airport is pretty stupid.

I thought the first part of the video looked impressive because the lights were so bright, in a triangle shape and staying equal distant to each other. I thought it might be a ship with lights. The later part looked more like lanterns or satellites. The arguing on the video was pretty funny though.
