First thought was a drone with pyrotechnics. If he's right about it being visible/in place for forty minutes, that's probably too long for pyrotechnics. LED strips could give a similar appearance, but I'm not sure what the endurance is for various consumer grade drones. The back and forth movement of the object looks like camera movement to me, but he says not.

This was a weird one for sure. It did look like it was on fire but as Duke said it lasted too long. Could this be a real UFO?
