These kind of stories are often played up by "researchers" as proof the government is hiding something. I can tell from personal experience, it's usually more a case of somebody in authority making seemingly arbitrary decisions to declutter offices/storage/files. To make matters worse, the actual grunt work of getting rid of stuff is usually assigned to the most junior people in the organization. So you wind up having the decision maker as to what goes/stays being the person with the least corporate knowledge. All that person knows is the direction was to get rid of 200 inches of files, clear 200 square feet of space, or empty storage rooms.
 
Not to make matters worse but there are also lost episodes of Bozo's Circus, The Twilight Zone and Dark Shadows.
