Mexican President claims proof of elf

It actually looks like a person with eyeshine from a flashlight. Who knows maybe it is the creature. I have to give it to the Mexican president tho, that took some guts.

It's in a tree and could possibly have blondish hair or is wearing a hood of some kind.
The picture is too blurry to make out details. It could easily be a monkey.
