Look at the last 10 seconds or so of this drone video, very similar to what the witness videoed/reported as a UFO. Although this drone is fairly noisy, there are quieter drones, and at least a few companies that make multi-colored LED light strips for even very small quads. The witness claims to have seen multiple UFOs over two nights, unless I missed it, the video just showed the one.
