Every program is driven by cost and schedule, that's Management 101. The key to a safe, effective program is to make your schedule event driven, not calendar driven. That way your project milestones are completed efforts, not dates.
I don't doubt the claims of the "whistleblower," but he should have documentation to back up those claims. I kept a "Pearl Harbor file" on every program I worked in my career to protect myself in the event things went to s**t.
