Time traveler for president?

My question for any such candidate, if elected, would you put money into the time traveling project and change history ?
 
Andrew Bashigo (however he spells his last name) claims to have been a time traveler and has ran for president.

Ha that article is about him! I like Andy and find him believable. However the stories are of super advanced tech and horrible expiroments using kids. Himself being one of the children.
