Not sure how I feel about this one. I can see it as a legit safety issue, but I also see it as more proof that the cops see everyone as guilty of something.

I do see an inherent problem with this one....what about the people who are deaf, or have had a stroke or injury that prevents them from going with both hands up? The police can yell hands up all they want and these people will not be able to comply. Does that put them in immediate jeopardy when the cops feel they are not being compliant?
