1930 Train Carriage found buried in Belgium

Might be a holdover from post WW2. In most of occurred Europe, the Allies made a concerted effort to destroy rolling stock in airstrikes to preclude the Nazis from using it to move men and equipment. UK/Commonwealth forces liberated Belgium from the Germans. When the Brits got there, if they found little to no railroad cars available, they could have brought their own to facilitate their occupation and reconstruction efforts.

If a railroad car they brought over was old and worn out in use, cheaper to abandon it in place than take it back to the UK to scrap. There would have been a lot of rubble in and around Antwerp, burying the train car with that rubble might have been the simplest solution as to what to do it.

I am assuming it was empty. It would be fun if there was a type of time capsule in it.
