Strikes me that the fact the city didn't put a barrier in to keep cars out weighs in the favor of the defendant. I'd bet they have put in a barrier now.

Be an expensive car bomb for sure. They probably didn't put barriers up cause they figured everyone was sensible enough to NOT drive down the stairs of the landmark lol. Shame that is the way of the world...chock full of nitwits.
