Cemetery at center of 'werewolf' sighting claims

These types of places are either just a good story or a place where an evil entity lives. There seems to be certain places that just have a history of weird happenings. This was typical of many Dogman occurrences where the creature appears to desire to attack but for some unknown reason it does not. Is there some divine law they have to follow ?

Assuming they are very intelligent, maybe they have some kind of code that they don't kill humans. After all they probably know that killing a human brings more humans. Of course I'm also under the assumption that they are flesh and blood.
