Multiple sources giving 70% chance of developing into tropical depression by Thursday. 50% chance of developing into a hurricane was what they quoted on Monday. But it seems to just be getting higher and higher. Moisture content is very high and the sheer winds that was resisting the storms devoplement will be easing greatly, laying the path for possible rapid growth.
