It's a mascot for a grocery store called Martins. Very popular in NW PA
This would be a great promotional stunt, I am sure someone created this situation on purpose. A piece of expensive equipment would not be allowed to be lost.
The area from the photos looks a lot like Dubois Pa, a city I lived in, if so I wouldn't be surprised for a promotional stunt, as Super Walmart is right up the road :O
