This NASA database has existed for years, I know it was in use when I worked at Langley. I think it was/is public domain. Both the USAF and USN Safety Centers ran similar databases, I used both of them back when I still worked.

As for this specific story, note the pilot uses the term "UAV," not "UFO." UAV was an acronym for "unmanned aerial vehicle," the precursor to "drone" used more commonly these days. This raises the question as to whether he called it a UAV because he recognized it for what it was, or because he didn't want to call it a UFO for fear of career impacts?
