To some degree, "what v. how" can be an issue between authorization language and the responsible government department/organization regardless of the program or directed action. Such things are usually worked out between organizational Congressional liaison officers and lower level staffers. If issues can't be resolved, they get elevated until they are resolved. The higher up they go, the more press it's likely to generate, especially if the sponsoring legislator is a publicity seeker.

From personal experience, I can tell you the last thing you want to do is attract the attention of a high level Congressional staffer who's questioning whether you are meeting authorization language. If it gets to that point, it's often a case of meeting the intent vice the letter of the legislation. That what the article is insinuating here.
