It's a balloon.

Depends on the balloon, but FAA and ICAO regulations require strobes on balloons designed to operate above specific altitudes. What I saw in the video was a white balloon reflecting sunlight.
 
The screen shot is from an app called "Flight Radar 24" and shows the airspace over Pakistan. The "Ball" is the icon for a balloon. It's a great app, btw. You can see what aircraft is flying over you.

I could tell it was a balloon just looking at it, it looked almost exactly like the balloon that floated across the midwest (and here locally) a couple years ago.
