If all else fails, you can designate the sender as "spam" on your email acct settings. You'll never see them again unless you check your spam folder.

While it may be the law in many countries the internet is global and those emails can be coming from anywhere. Even if an email were sent from within a country and server where such a law could be enforced, it simply isn't a priority to investigate something where at worst the victim suffers a mild inconvenience.
