The sad part of all this is anybody can do this legally by filling out one sheet of paper and submitting it to the government. There is nothing to stop anyone from tampering with the weather or pouring this stuff into our atmosphere! We can't have gas vehicles but hey! Let's let everybody throw what they want into the air we breathe! (I'm holding back the rest of the rant....I may need it for later.)
