I'm a little skeptical about the NASA bit, but the flight path of the object looks like something being tossed around by the wind in the storm. Anyone who's ever been on an airplane coming in for a landing in a storm knows the up/down/sideways motion that's generated. My suspicion is this is a hobbyist drone.
