I think a PSC approach would do some good with the pharmaceutical industry. Public Service Commissions regulated local telcos to the point where they were allowed a specific profit limit. In TN, for example, Bell South was allowed a maximum of 12% net profit. Anything else had to either be invested into infrastructure or returned to customers. By putting such a cap on drug companies, it might help reign in the absurd amounts that are charged for their products.
