No idea. In the past, strange looking flying objects sighted in that part of the world often came out of Palmdale or Poway, but nothing that looked like that as far as I know.
I'm frankly sceptical this is a legitimate story. First it was originally published in "The Sun" out of the UK, a tabloid not known for its journalistic credibility. It's also noteworthy the story as published lacks adequate details to allow independent verification of the story via other sources. Notice the story does not give a date?
I did searches on a number of Pakistani English language newspapers/news sites and found no reference to this story. One would think if something like this was seen for two hours over the nation's capital city, it would have been newsworthy in their MSM.
