Looks like two Mylar balloons tangled up together. Not sure where we're supposed to see the wind direction, but keep in mind wind speeds and directions vary as altitude change. That tends to be true particularly around ocean fronts.

Yup....I've flown a kite by the beach and what was blowing on the ground was not what the kite was doing above!

I was thinking the same about the wind being different at higher altitudes. The way it is swinging looks like it’s being moved by a wind current. It is strange tho if this is not the case.
