I am amazed that this woman thinks her smartphone is a toy for her eight year old child to play with. Truly amazed. Why didn't she order him some toys with that phone?
There are eight year olds with their own phones. My granddaughter got her first phone at age 10, and she was one of the last of her friends to get one.

Your granddaughter was probably taught that the phone is not a toy. This child with the candy order seems to have been encouraged to think of it as a toy, and was not taught to use it responsibly.
 
I made my oldest wait until high school before getting a cell phone.
Gyda does have a tablet, secured properly for kid games rated E only.
Not getting a phone until absolutely needed. The woman got lucky... ;)

She should NEVER have had her credit card info on that phone if he was allowed to play with it. He could be on a phone all day and press order but if there is no credit info on the account, this would not have become an issue.

Fetal Alcohol Syndrome children can have many issues and require a parent who can recognize them. I helped raise a niece with this syndrome and they need some guardrails to help them be their best.
