I feel that the biggest reason is because there are just so many fakes floating around out there now-a-days, so we just jump to the conclusion...
I dunno, on one hand CCTV footage is notoriously grainy and glitchy, but on the other hand the gauge humanoid shape and the fact it seems to fade...
