Fravor's "torpedo" story

I heard him tell this story on a YouTube video. There have been stories of US and UK subs/underwater recovery teams recovering weapons and other military systems from the water right under the noses of the Soviets and Chinese. Not saying that's necessarily what happened here, or if an unfriendly foreign power even has that capability. I would think the physical recovery of such things would be easier than developing an actionable intelligence capability to know exactly where and when to recover them.
