Wrong. Like so many bad ideas that become law in this country, it just keeps being repackaged and regurgitated until people are worn down and stop noticing. Honestly, I'm not sure why they bothered changing the name, since the acronym is virtually the same. I guess it shows what a high opinion they have of our intelligence.
