Teens in many cities across the United States are being told that to mow lawns and do yard work for extra money this summer they will need a business license. This may become a thing of the past, however, if city ordinances are enforced, and increasingly this is becoming the case.

The driving force behind the new draconian rules is thought to be professional gardening businesses, who often make most of their money during the summer months. In many cases, they feel that teens cutting grass are cutting into their profits and stealing their customers, usually using undercutting them for doing the same job. Removing the ability of the teens to be able to perform the simple task without a business license is essentially removing the competition although will, of course, come at a price. If businesses are identified as having put in complaints, they aren't likely to pick up extra business simply due to the bad press that they will have generated through bully-boy tactics. Similarly, those using cheaper labor to mow the lawns are often people who would do the job themselves rather than use a professional service if needed. Many people hire teens to do yard work more to help out local young people rather than trying to get jobs done as cheaply as possible. Although it is unlikely local police forces will ever make such complaints a priority, enough complaints from gardening services could result in fines and possibly even arrests for the teens. That threat coupled with the cost of a business license, which in many cities will cost hundreds of dollars, means that most entrepreneurial and hard working teens may be put off the idea of cutting grass permanently. Some local government officials are looking into issuing temporary business licenses for teens which would cost a lot less and only be valid during the summer when they are needed. The fact that government at any level feels that a bureaucratic impetus is needed for something as simple as a teenager cutting a few lawns to earn some money speaks for itself.

I think one could get around this rule tho. Simply get the teen to do you a favor and in return donate to his college fund.
