Quite possible. The compression from a long focal length seems to be making the figure larger, and look closer to the flames than it really is.

It could be a person, but they'd be in the heart of the flames, pretty dangerous spot. The view is very limited to compare size. If it really was a giant, then maybe it's something. I have to admit it does look strange.

If you look at it from a much closer perspective, it shows the intent of the video. Everything is much closer to give the impression 'things look farther or bigger'. Or it was just someone filming brush on fire (not forest) and chucked it online. Always some 'huge tale' coming out of these areas lol.
