I think it is time to put the reins on the scientists when their experiments could risk the lives of everyone. I think the risk has to be worth the value it would mean to humanity. For instance, clean energy for the world might be worth a certain amount of risk, not just to "see what happens" to write a book or satisfy the need for fame.
