I'd tell the thief directly, to put it back. No sense getting cops involved. Cops can turn minor things sideways. :( Seriously.
If not, I'd get a manager involved. The why is knowing lots of store workers. I tend to shop at the same place, so a familiar smile or a wave or small talk makes me a little protective. :)
 
I like Paint's approach, but the reason I would tell store management is 1. It's their store and their decision as to the way to handle it, 2. So they are aware it's happening and by whom, 3. A "scene" will alert other shop lifters it's not okay in this store. Why is simple - shoplifting raises stores' prices, and the average guy ends up paying more. Also, it's WRONG!
 
I must admit if the person looked hungery or had kids I might pretend I didn’t see. It is wrong and under most circumstances I’d give management a heads up.

I MIGHT go so far as to give them $20 and ask them to please put the meat in the cart and pay for it. I would have to see the person to sense whether they would use the money in the manner that I would suggest.

Excellent thinking! Ok I’m taking your advice. In the event I witness this. Solves the problem of their need and prevents a crime. Brilliant Critter!!
